must participate in school activities. The entitl
ement to education means that children have the right to receive free education. Accompanying partners are entitled to receive adult education, such as Swedish for Immigrants (SFI) and Komvux. The Swedish Migration Board’s steering document regarding residence permits for artists in residence SR 15/2018 (from 9 Apr 2018). Residence permit application prior to arrival in Sweden In order for artists to be able to apply for a residence permit from the Swedish Migration Board, the Ansökan om uppehållstillstånd för fristadskonstnärer (Residence Permit Application for Artists in Residence) form must be completed by the artist with the aid of the City of Refuge coordinator. The form should be submitted in hard copy to a Swedish Embassy or a consulate general in the country where the artist is located or can most easily reach. The Swedish Migration Board will then handle the application. The husband, wife, partner or child of the artist should apply at the same time as the future artist in residence. Unlike the artist, those accompanying person is granted a work permit in addition to a residence permit, giving them the right to work. Persons accompanying the artist are granted permits on the condition that their living costs are also secured through the provisions of the City of Refuge. The Swedish Migration Board charges a fee for considering a residence permit application from artists in residence. This must be paid by the City of Refuge. In order for the case to be handled as smoothly as possible, the city should request bank details from the immigration official at the embassy in the country where the artist submits his application. It should then suffice for the artist to bring a printed receipt showing that the transfer has been completed. The following documents must accompany the artist’s application: ● Copies of passports showing the person’s identity, the passport’s period of validity and any permits for visiting countries other than the artist’s country of origin. 20/49
