Sandboxing is frequently used to test unverified programs […] without allowing the software to harm the host device Unboxing the sandbox is a transnational leadership programme designed to tackle the pressing question of how to untap the full potential of transnational cooperation? For many years, hundreds and hundreds of cross-border and transnational projects have been undertaken in various constellations in the region. However, many of these projects proved to have limited durability. They often cease to exist when funding runs out and the results generated are seldom integrated into the normal operations of the home organisation. One explanation is that these ”projects” have been developed and managed in relative detachment from their home organisation; in computer security terminology they were ”sandboxed” and in practice worked as ”international satellites” of the ”mother ship”. Based on this assumption, the programme is designed to problematize the current stateof-affairs and to find ways and strategies whereby transnational projects can be ”unboxed” and the competencies, insights and funding can be strategically used for the long-term benefit of the home organisation. Under the keywords of mutual and interactive learning and insight the programme is built as to enhance the overall understanding of the complexities of modern day local and regional administration when it is faced with cross-border and transnational challenges and opportunities. The focus will be on developing the organizational models whereby the potential of the transnational cooperation is realized, without overly stifling the innovative space needed for ”start-up” activities and agendas. The programme targets the local and regional level in the BSR; in particular senior elected officials (politicians) and the head of administrations (administrators). These two groups represent the strategic level of each organisation, with the position to redesign the existing governance structure that has endorsed the ”sandboxing” of transnational cooperation. The programme is developed by the Swedish Institute in cooperation with the Norden Association and with support from among others the Baltic Sea Commission and the Union of Baltic Cities and consists of three modules in 2016. I. A landscape of sandboxes (Warsaw, 22-24 February); the logic and track record of what has been, the intent and adaptability of existing strategies and visions. II. Tools and opportunities (Riga, 11-13 April); understanding and adapting the existing funding and organizational matrix to the strategic needs of the home organization. III. Towards a new modus operandi (Tallinn, 13-14 June); delineation of roles & responsibilities and organizational innovation as a way to capture the full potential of transnational cooperation.
