operation: Total Defence and Robust Air Navigation Service Strengthened defence capability changes LFV's assignment Due to the increased threat to Sweden's infrastructure, several security measures were planned and implemented to address risks and identify needs. LFV's central crisis team was active for most of the year, which further developed the crisis organisation. The transport authorities work together within the Transport emergency response sector, established in October 2022, where the Swedish Transport Administration, as the sector-responsible authority, is responsible for leading the collaboration work. In December, the heads of the authorities concerned signed an agreement on the arrangements for further work. Work in civil defence is proceeding according to plan to strengthen the authority's total defence capability and the ability to deliver air navigation services at all stages of preparedness. LFV has continued the work to strengthen the organisation and structure for contingency work to meet requirements and planning guidelines from the Government. During the year, ongoing work has been carried out to increase capacity in areas such as security of supply and protection, resilience, energy supply, and to develop crisis and war organisation down the organisation. Analysis of the consequences of Sweden's application for NATO membership has begun together with the Swedish Transport Agency and the Swedish Armed Forces. Due to the security situation in Sweden's immediate surroundings, the central crisis team of LFV was active throughout the spring and summer of 2022. This has given LFV experience that has contributed to developed and improved crisis procedures with a focus on intelligence, collaboration, and risk and situation reporting. During the year, LFV conducted a feasibility study on security of supply together with Swedavia. The result was positive and LFV has applied for additional funding for a continuation of the project in 2023–2024 in order to further strengthen the security of supply for Swedavia's and LFV's joint needs. The result is planned to eventually be available to all Swedish airports and air navigation service providers. The security situation in Sweden and the surrounding area deteriorated further during the year. LFV works actively to meet the world's increasing demands on total defence capability. LFV has, among other things, in collaboration with the transport sector, contributed to MSB's government assignment to report measures that can be taken to strengthen civil defence. Robust infrastructure for air navigation services To strengthen the ability to deliver air navigation services in all emergency phases, LFV operates the Robust Air Navigation Services programme in accordance with LFV's main task, to deliver a safe, efficient and environmentally friendly air navigation service, and to contribute to one of LFV's nine main goals for 2022, which reads "LFV shall plan for and maintain the ability to deliver air navigation services in all emergency situations".
