A TION AREA OF OPERATION AIR NAVIGATION SERVICE – PERFORMANCE MANAGEMENT Within the EU, there is extensive regulation of air navigation services. The EU also sets targets for aviation safety, capacity, the environment, and cost-efficiency through five-year performance plans. PUNCTUALITY 100 percent of the flights en route in Swedish airspace in 2021 could be completed without any delays caused by the air navigation service. The EU’s regulation of air navigation services includes certification requirements, requirements for technical harmonisation, and the formation of cross-border functional airspace blocks. The European Commission also adopts so-called performance plans with goals for aviation safety, capacity, environment, and cost-efficiency. EU performance plans aim to: • maintain or improve aviation safety regardless of traffic increases, • reduce the environmental impact of each flight, • increase airspace capacity and reduce delays, • lower the cost of air traffic control. For Sweden, the goals include en route and the terminal service at Stockholm Arlanda Airport. For the first reference period, RP1 2012–2014, LFV achieved all goals. For the second reference period, RP2 2015– 2019, LFV achieved most goals. We are now in the third reference period but do not yet have an established performance plan for Sweden and LFV. Feedback on the performance plan for RP3 can be found on pages 61–62. REFERENCE PERIOD 3 2021 was the second year in the third reference period, RP3, i.e., for 2020–2024. In connection with the COVID-19 pandemic, the decision-making process regarding RP3 was restarted, and intensive work has been ongoing in 2021 where EU goals have been adopted and new performance plans have been drawn up. When the COVID-19 pandemic proved to be a major blow to aviation, the EU launched a review of the RP3 regulatory framework. In October 2020, the EU Appeal Committee decided on a regulatory framework to deal with the situation, EU 2020/1627 (exceptional measures for the third reference period (2020-2024) of the Single European Sky performance and charging scheme due to the COVID-19 pandemic). In line with this regulatory framework, new EU goals were developed and adopted in the spring of 2021. Subsequently, new revised performance plans were consulted with the industry and finally sent to the EU in November 2021. According to the regulatory framework's timeframes, decisions on the plans must be made no later than in April 2022. In the new plans, 2020 and 2021 shall be combined and considered a unit with respect to costs and charges. The cost target for these years must take into account actual costs. As the new plan is based on new traffic forecasts and cost bases, the traffic risk sharing will have a limited impact during the beginning of the reference period, the years 2020–2021. Traffic risk sharing means a distribution of revenues between LFV and airlines compared with the performance plans. In 2021, LFV submitted RP3 data to the Swedish Transport Agency and participated in the consultations organised by the Swedish Transport Agency. The Swedish targets for RP3 have thus not yet been adopted and are considered preliminary until the EU has decided on the Swedish performance plan. However, the development during 2021 within each target area is briefly commented on in the following. AVIATION SAFETY During the third reference period, the aviation safety goals will be followed up through surveys where the safety management system is followed up based on aviation safety culture and other parts of the aviation safety system. The survey on the proposed targets for RP3 has been answered regarding 2020 and, in 2020, LFV met all national targets within aviation safety. Reporting for 2021 will not be done until spring 2022, and final outcome will not be reported to the EU until 1 June 2022, why no outcome is reported for 2021. ENVIRONMENT The KPI regarding the environment had a low outcome in 2021, which is largely due to the low air traffic. The environmental goal is measured as discrepancy between the most direct flight path and actual distance flown. The 2021 outcome was 1.04 percent (2020 outcome 1.03). CAPACITY Due to the low traffic volume, it was possible to operate air traffic with high availability. 100 percent of the flights en route in Swedish airspace in 2021 could be completed without any delays caused by the air navigation service. The average delay in Swedish airspace was 0.00 (0.01) minutes per flight. The airspace capacity for terminal Arlanda was also at a high level in 2021 with an outcome regarding average delay amounting to 0.00 (0.00) minutes per flight. 20
