A TION AREA OF OPERATION TOTAL DEFENCE AND ROBUST AIR TRAFFIC SERVICE LFV shall provide air navigation services for civil and military aviation at all stages of preparedness, including in war. LFV's short- and long-term goals strengthen the authority's total defence capability. The security policy situation also places high demands on LFV's security protection. LFV is subject to the Act on Increased Emergency Preparedness (SFS 1992:1403) and is a specially designated authority in accordance with the Ordinance (SFS 2015:1052) on Emergency Preparedness. LFV has developed both short- and long-term goals to strengthen the authority's total defence capability and the ability to deliver air traffic services at all stages of preparedness, including in war. LFV has been allocated funds for civil defence to strengthen the total defence. These were used, among other things, for information and training of employees, inventory and analysis, method development, acquisition of equipment and other improvement measures to strengthen the total defence capability and increase robustness. The national exercise TFÖ2020 was largely cancelled due to the pandemic but was replaced, for LFV's part, by a larger internal exercise with external stakeholders as opponents, from which valuable experience was gained. Further development of the war organisation is ongoing. In 2021, LFV worked to further develop the ability to operate from an alternative protected command post and invested in alternative means of communication and developed a plan for secure communication. Planning began to develop the new functions "intelligence" and "logistics" for LFV, as well as to strengthen security of supply. LFV actively cooperates with MSB and the transport authorities, but also with other stakeholders in the field. ROBUST AIR TRAFFIC SERVICE To ensure the ability to deliver air navigation services at all stages of preparedness, LFV operates the Robust Air Traffic Service (RF) programme with the aim of balancing LFV's overall mission to deliver safe, efficient, and environmentally friendly air navigation services with the total defence-related requirements imposed on LFV. Initially, the work largely consisted of conducting needs and capabilities analyses as well as investments in infrastructure in the radar and radio area. In 2021, the Robust Air Traffic Service programme focused, among other things, on increasing collaboration with the line operations by establishing the new controls adopted in 2020, which are stated in the new programme plan. The programme is an implementation programme and currently includes just over 20 initiatives. In addition to investments in the radar and radio area, these largely consist of initiatives linked to the core business and IT security-related initiatives. The goal of the programme is to ensure the long-term ability to deliver a robust air traffic service in all stages of preparedness. The work is largely project-based, and the results are then transferred to the line operations. SECURITY The security policy situation, and the security policy development during the end of the year, continue to place high demands on LFV's security. During 2021, a number of improvements have taken place in all parts of the area of security; personnel security, physical security, and information security. Occasional security incidents occurred in 2021. These have been handled, both through urgent measures but also through identified needs for improvement. The project Improved security was completed during the year. The project has delivered a number of security improvements at the control centres in Stockholm and Malmö and created the conditions to be able to better handle the security challenges of today and the future. LFV assesses that requirements and continued work with improving measures are necessary for several years to come. The new instructions and regulations for IT security that came into force in 2020 have largely been translated into implementation plans. Improvements in the IT security area have been made partly through the Robust Air Traffic Services programme, and partly through improvements in processes such as classification of information. Feedback, in accordance with the 2021 appropriation directions, on the work of identifying and reporting IT incidents takes place in a separate report. A functioning security work presupposes a high level of awareness among employees. Continued major efforts for increased awareness and to ensure that employees have sufficient knowledge were carried out. 26
