and receive both civil and military support". A total of approximately 50,000 soldiers and 100 aircraft took part in the exercise. The collaboration with the Swedish Armed Forces strengthens LFV’s ability in all contingency situations. NATIONAL DEFENCE A changed security policy situation places new and greater demands on LFV, the rest of the transport sector and society in general. LFV’s national defence planning relies on work to strengthen security, and wartime posting of LFV’s staff enables a staffed wartime organisation. In 2018, LFV worked intensively with its “Strengthened Security Work” “Wartime Posting of Staff" and “Specific Focus on Civil Defence” commissions, the latter of which is comprised of four parts: • Planning support for the Swedish Armed Forces with regards to critical supplies, property and services during periods of heightened preparedness. • Bolster working arrangements, equipment and technological systems for collaboration that meet the high demands of secrecy and robustness that are set for heightened preparedness. • Plan to be able to operate from alternative and/or protected command centres. • Review of applicability and the possible need for changes in the statutes for national defence and responsibilities within the Civil Aviation Authority’s area of responsibility. Measures and results are shown in the accounts according to the government’s decision on 10 December 2015 regarding planning instructions for national defence (Decision No. Ju2015/09669/SSK). In order to facilitate completion of its assignments in the appropriation directions, LFV has strengthened the organisation during the year with several new recruitments, including two national defence coordinators. LFV’s national defence coordinator works as a function manager for the emergency response planners designated in the organisation. The purpose of this is to implement measures to heighten preparedness in the short and long term. A special working group helps with analyses, arrangements and monitoring. During the year, there were extensive internal communications to increase the understanding of the role of each individual member of staff. In the spring of 2018, LFV was commissioned by the government to ensure the ability to provide air navigation services regardless of alert level. LFV’s Robust Air Navigation Services programme aims to balance the overall assignment of providing safe, efficient and environmentally friendly air navigation services with the national defence-related requirements imposed on LFV. LFV also collaborates with the Swedish Armed Forces to increase technological robustness, which strengthens LFV’s ability in all contingency situations. The Government Emergency Preparedness allocation 2:4 (UO 6 2:4 app. 5) and allocation 1:1 (UO 22 1:1 app. 2) is an important instrument for achieving the government’s objectives for protecting society. LFV’s initial project for national defence planning has been submitted to line management, where contingency planning continues with the development of a multi-year action plan containing methodological developments, exercises, training and investments in infrastructure. In parallel to this, LFV’s part in Totalförsvarsövning 2020 (National Defence Exercise 2020 – TFÖ) is being prepared, in which LFV’s national defence capabilities will be tested. All of this aims to contribute to a stronger and more secure Sweden. Regarding the “Strengthened Security Work” assignment, most of the measures have been implemented, including a review of the need for security agreements, means-tested security classification of existing and recently-employed personnel and a review of the management system for improved management of information security. During the year, LFV has intensified collaboration with, and monitoring of, its partners and suppliers. In addition to work on the Transport Collaboration Area arranged by MSB, several networks were created together with other transportation authorities, such as Transportsamverkan (TP SAMS), in which the business sector is also represented, Nordisk transportberedskap (Nordic Transport Preparedness), in which Sweden and Finland have a common goal to help each other in the event of heightened preparedness within the transportation sector, and a security network. In December, LFV assigned the necessary staff to wartime posts for operations during heightened preparedness in accordance with its assignment in the appropriation directions. 28
