lised the service for accessing AIP Sweden via an app that can be used anywhere either online or offline. The efficiency improvements made possible by RTS in terms of personnel contribute to financing the platform change for the airports in question. In the long term, LFV can therefore also meet cost reduction requirements in the EU performance system for air navigation services. OTHER COMMISSIONS In addition to commissions described under National Defence and RTS above, and Modern Public Utility Work below, LFV has received commissions regarding airspaces and procurement. In-depth feasibility study on future airspaces During the year, LFV was commissioned by the government to carry out an in-depth feasibility study on the design of Swedish airspace. The work is ongoing, and will be finalised in the spring of 2019. The study aims to result in an airspace strategy, Luftrum 2040 (Airspace 2040), upon which assignments for reviewing the airspace can be based. There is a great need for this. The present airspace was designed in 1998, and a great deal has happened since then. The airspace is used by more and more parties, and the number may be even higher in the future. LFV will identify the governing conditions and submit proposals for objectives and key performance indicators that could govern future changes in the Swedish airspace. The report must cover at least aspects such as aviation safety, capacity, cost-effectiveness, and climate and environmental impact. The report should also include a description of how the introduction of unmanned aircraft – so-called drones – affects capacity 30 in uncontrolled airspace, terminal areas and control zones, as well as a balance between the interests of various different airspace users. Procurement When making procurements over the threshold amount decided by the EU, LFV has worked to satisfy the new requirements for collective agreement require - ments in accordance with chapter 17, Sections 2-5 in the Public Procurement Act (2016:1145). Work has been done together with other authorities to develop methodological support in the form of a process map, check list and guidance for making so-called eligibility assessments. TRANSPORT POLICY OBJECTIVES As per the Ordinance (2010:184) with instructions for the Civil Aviation Authority, LFV is to work to ensure that the transport policy objectives are achieved. For businesses and citizens all over the country, aviation plays an important role in facilitating the transportation of passengers and cargo within the country as well as around the world. Especially for many small towns, there are no realistic alternatives to flying that can ensure fast and efficient communications. LFV has an important role in the aviation sector. Safe, efficient and environmentally friendly air navigation services are essential to a well-functioning aviation infrastructure. LFV contributes to the functionality goal – which involves making travel and transport accessible – by providing safe, efficient and environmentally friendly air navigation services throughout the country, which is a prerequisite for the accessibility aviation provides.
