Scholarship Rules The purpose of a scholarship is
to allow an artist in residence to carry out their work undisturbed. A scholarship is tax exempt as long as it is not paid periodically (monthly) for longer than 12 months or regularly for more than two years, or paid as compensation for work performed on payer’s expense. If a scholarship is paid by an employer or on the expectation of receiving something in return, however, it is essentially always taxable. Cities of Refuge in Sweden differ as to how they choose to pay scholarships. Some Cities pay quarterly or semi-annually, whilst others pay once per year. Professional networks In order to assist an artist in residence if they wish to be public, work or form a social contact network, it is good to try to prepare a basic network within the City of Refuge. It can be difficult to predict which professional networks an artist in residence will need or want. The need for protection also vary greatly between individuals. Some may feel completely secure as soon as they are outside the danger zone, whilst others are concerned about their relatives, because remaining family members might become victims in their place. Some would like to go public during their stay in the City of Refuge, while others are forced to keep a low profile, perhaps even avoid exposing their name or country of origin. For more information, please see the section on security and confidentiality. Whatever choices an artist in residence makes about their public profile, everyone needs social and collegial contacts. Of course, where these can be found varies from one City of Refuge to another. A good start would be to get in contact with one of the entities named below—either within the person’s own City of Refuge or in another which is known to have a professional network that could be of benefit to the artist in residence.
