the national cultural policy objectives set by th
e Swedish Parliament. The Council comes under the Ministry of Culture and handles matters regarding government grants for cultural activities and other governmental measures relating to literature, promoting reading, libraries etc., visual arts and museums, music, theatre, dance and modern circus, creative school and cultural school, and the literature of national minorities. The Swedish Arts Council has a government mandate to encourage more cities to provide refuge for artists under threat. The mandate also includes helping artists in residence in Sweden to become part of the public sphere. This is done by raising awareness in various ways and providing grants for projects that allow artists in residence to participate in public and artistic contexts.
