99.3 -1.4 3.1 Punctuality in 2019 was over 99.3 % for LFV's deliveries THE TRAFFIC YEAR 2019 Air traffic in Swedish airspace decreased by 1.4 per cent in comparison with 2018. En route, transiting traffic without take-off and landing in Sweden, increased by 3.4 per cent. Foreign traffic decreased by 3.8 per cent and Swedish domestic traffic decreased by 9.0 per cent in 2019. Air traffic in Swedish airspace in 2019 decread by 1.4 % in comparison with 2018. EU PERFORMANCE PLANS The EU's performance plans for air traffic service providers have a strong influence on LFV's finances. During 2019, work has been carried out as a result of the new regulations and goals for the coming reference period (RP3) that begins 1 January 2020. EU's goal is to lower costs for airspace traffic during the coming reference period, but focus has shifted from cost to capacity. Turnover in 2019 was SEK 3.1 billion, a decrease by 3 % in comparison with 2018. NAVIAIR AND SWEDEN EN ROUTE Since 2009, LFV and the Danish air traffic service provider Naviair have provided air traffic control in the Danish-Swedish airspace with the jointly operated company NUAC HB. The conditions have changed over time and focus on the common airspace in the EU has decreased in favour of technical collaboration. As a result, NUAC was closed down in 2019. On 1 September, operation of the three control centers in Stockholm, Malmö and Copenhagen returned to LFV and Naviair. EU REGULATION 373 The purpose of EU Regulation 2017/373 is to coordinate and bolster the work relating to how EU's air traffic service providers conduct air traffic control. Essentially everything LFV does within air traffic service will be governed by the new regulation when it replaces the currently applicable regulations on 2 January 2020. Intensive work has been carried out in 2019 to provide all the necessary conditions for introduction in the organisation so that LFV works according to the new regulation in January 2020. 12 REMOTE AIR TRAFFIC CONTROL On 30 June, Linköping/Saab Airport became Sweden's third airport with remote traffic control from RTC Sundsvall. Work in the RTS programme, which will provide remote air traffic control from Arlanda will continue during the year: the control center has been completed and technical installation is in progress. Camera towers are in place at three of the four airports that will have remote control: Kiruna, Umeå and Östersund. Malmö awaits installation. ELTEL NETWORKS LFV and Eltel signed a declaration of intent in June specifying that LFV will acquire Eltel's Swedish business area Aviation and Security. Based on several internal and external factors, primarily the changed security situation, LFV has concluded that the business planned for acquisition should be operated under LFV's management. L-CAPS L-CAPS is a solution for aeronautical information (Aeronautical Information Service, AIS), which LFV has also sold to Naviair and Iceland-based Isavia. The background to LFV's investment in L/CAPS is an EU regulation intended to modernise the AIS service, which LFV provides within Swedish airspace. The service secures access to information for planning and implementation of safe and effective flights. AIRSPACE 2040 Swedish airspace is in need of modernisation. The conditions have changed since the current airspace design was commissioned in 1998. New airspace users have joined and the EU places stricter requirements with respect to capacity, the environment and cost efficiency.
