thers. For 2019, a new index has been added: culture index. The year's poll reveals that all indexes have improved. Important activities during the year include recruitment of air traffic control students and a continued focus on change management and preparation for commissioning of the control center for remote air traffic control and implementation of LFV's code of conduct. Operations and delivery Air traffic safety is LFV's DNA and the foundation of its operations. All goals related to air traffic safety have been reached. Work has been carried out to ensure that LFV lives up to the new international regulations for air traffic control, Common Requirements 2017/373. Together with Naviair, LFV has closed down the jointly owned company NUAC and thereby also resumed control of operative activities at the control centers. On 1 September 2019, a new department was established within LFV, the En Route department. LFV has comprehensive project and programme activities. Remote air traffic control, Continuity Robust air traffic control are a few examples where a whole host of activities has been implemented during the year. LFV delivered the report Airspace 2040 to the government with a recommendation for how the work can be carried out to modernize and sustainably develop Sweden's airspace. A new function for drones, UTM, has been established with a focus on developing collaborations relating to how the airspace will manage the needs that come with a large number of airspace users. Based on several perspectives, such as resourcefulness and sourcing matters, in June, LFV signed a letter of intent with Eltel for the purchase of the business area Aviation and Security. The line organisation has continued the work with action plans for preparedness planning. Finances LFV will improve efficiency and reduce costs over time in order to meet the requirements established by the EU and the economic goals of the customers and owner. Achievement of goals for cost efficiency according to the EU performance plan is followed up continuously. Position 2019 is the name that was chosen for the work and the emphasis that LFV chose to manage the requirements that RP2 placed on the organization and to modernise and develop LFV as a business. One part of Position 2019 was cost savings and a number of measures implemented during the years 2015–2017 lowered costs by SEK 200 million. In addition, a new organisation, modified work approach, governance and management, as well as initiatives for innovation and digitalisation with remote air traffic control were added. LFV was first in the world with remote air traffic control in 2015. The owner's goal for LFV is that return on equity will amount to 4 per cent over a business cycle and that long-term solvency will be at least 15 per cent. If LFV does not achieve those goals, an important reason is the low interest level that affects pension provision. The loss for the year before taxes is SEK -40 million, which is SEK 45 million better than budget. FOCUS AREAS 2019 In order to meet the challenges during the business plan period, LFV has established four focus areas for 2019. Each focus year consists of initiatives, projects and activities that may vary over the years, but which will, taken together, help LFV achieve its goals.
