Sweden, which is unique for the world. The advantage is that the airspace can be used in a flexible and effective way. The collaboration between LFV and the Swedish Armed Forces takes place on all levels within the authorities and is based on partnership and transparency. The Swedish Armed Forces have seven airports in Sweden at which LFV's personnel are responsible for air traffic services. Within the technical area, new development and updating of existing systems in the towers take place in close coordination with the Swedish Armed Forces. LFV also participates regularly in national and international meetings at which we protect the interests of LFV and the Swedish Armed Forces according to the main contract that is in place between the parties. A change in the security policy situation places great demands on LFV, other parts of the transport sector and on society in general. Major flight exercises LFV has participated in several exercises together with the Swedish Armed Forces. At the end of March, the 2019 Swedish Air Force Exercise (FVÖ 19) was conducted in northern Sweden. The purpose of the exercise was to practice tactical control of the air forces and the operative air capability in an international high-conflict scenario. The fleets and bases in northern Sweden and Finland participated in the exercise day and night for several days. LFV air traffic controllers and personnel participated from Luleå–Kallix, Vidsel, Jokkmokk and ATCC Stockholm. The flight exercise Arctic Challenge Exercise 2019 (ACE 19) took place in May. The exercise is held every other year and is a cooperation between the armed forces in Sweden, Norway and Finland. During the exercise, flights took place from Luleå–Kallax in Sweden, Bodö and Örland in Norway and Rovaniemi in Finland. The exercise area extends across the northern parts of Sweden, Norway and Finland. The exercise is multinational and in 2019, more than 100 aircraft and nearly 4000 persons from nine different nations were involved. In addition to Swedish units, there were units from the United Kingdom, the USA, the Netherlands and Germany, among others. Preparations for the Total Defense Exercise TFÖ 2020 are fully under way and the work has intensified during the second half of 2020. ENHANCED SECURITY On April 1, 2019, the new Swedish Protective Security Act and Protective Security Ordinance took effect. They apply to operations that are important for Sweden's security. The new legislation establishes clearer guidelines as well as more comprehensive work than earlier, including security classification of information in four information classes. A term that has been added is “other security-sensitive operations”, which includes IT systems that are of central importance for a functioning society within the transport sector, among other areas. For LFV, the new legislation means more comprehensive work with security analyses, more security check interviews 22 and consultation with supervisory authorities in certain classified procurement processes. A change in the security policy situation places great demands on LFV, other parts of the transport sector and on society in general. An important condition for LFV's preparedness planning is strong security protection and information security. Several activities within these areas have been carried out during the year, which entails security improvements and a partially modified work approach. The control system for information security has been revised in order to meet the more comprehensive demands, among other things, by classifying information. TOTAL DEFENSE LFV is subject to the Swedish law on Total Defense and High Alert (1992:1403) and became a key authority in 2011 according to the Ordinance on Emergency Preparedness (2015:1052). This means that LFV shall provide civil/military air traffic services in all phases of preparedness. LFV manages its specific commission of the government with respect to the “Precise alignment for civil defense” partly in the line organisation and partly in a special programme called “Robust air traffic service”. The total defense work has goals that are both shortterm and long-term. There are currently about 20 active preparedness planners within LFV who are headed by LFV's total defense coordinator. LFV has been granted funds for civil defense under the 1:1 Development grant by the state's transport infrastructure within expense area 22 Communications in order to reinforce total defense. Of those funds, SEK 7.2 million were used in 2019 for total defense work. They have been primarily used for personnel costs to carry out the work, training and information, inventory/ analysis, method development, purchasing and implementation of equipment, exercises and improvement measures. In addition to internal activities, active participation has taken place in a common forum and activities between transport authorities and parties within the sector, such as TPSAMS (the transport sector's collaboration in preparation for social disruptions). Collaboration has also taken place between the Swedish Armed Forces, the county administrative boards and municipalities. A basic understanding and awareness of total defense' requirements are success factors for LFV and thus for the whole of Sweden. Since 2018, LFV has positioned the necessary personnel in preparation for war so that the organisation will function in case of high alert. The work to further develop LFV's war organisation continues within the objective of having a functioning war organisation and staff for TFÖ 2020. LFV has held a number of exercises within the scope of war and preparedness internally, in collaboration with other parties and with Finland's transport authorities within the scope of the Scandinavian transport collaboration.
