LFV Annual Report 2019 1
DIRE C T OR S ’ REPOR T L F V 2019 for air traffi
c controller training. The EU will reach a decision on the performance plan by 28 February 2020. If the plan is not approved, there will be a period of revision before the final decision is made. COLLABORATION WITH NAVIAIR On 1 September, LFV and Naviair returned operations for air traffic control en route in the Danish-Swedish airspace, which had been operated under the jointly owned company NUAC since 2010, to the parent companies, Naviair and LFV, respectively. The decision to close down NUAC was made after approval by the Swedish government and after consultation with the Swedish Armed Forces, and consequently means that operation of the control centers in Stockholm and Malmö has now returned to LFV. The closure of NUAC is now being carried out in two stages. The first stage, which involved a transition of the En Route department's production unit (Sweden En Route) to provision of air traffic service and training of LFV's certificate, was implemented according to plan on 1 September. Stage two of the return of operations involves a transition of LFV and Sweden En Route to a joint management system simultaneously with implementation of EU Regulation (EU) 2017/373 on 2 January 2020. The collaboration between LFV and Naviair will continue in other forms with various common industry and operational issues. LFV and Naviair have continued to work together during the year within the scope of the COOPANS collaboration, the jointly owned company Entry Point North AB and Borealis. SWEDEN EN ROUTE Sweden En Route is the Swedish production part of the En Route operations, i.e. ATCC Malmö and ATCC Stockholm, which is operated in the two control centers in order to manage the transiting traffic and the arriving and departing flights for the Stockholm and Malmö areas, respectively. The goal is to increase productivity in order to be able to meet future demands for lower fees, maintained or increased flight safety and quality. The focus for Sweden En Route is to develop operations through joint leadership, collective resource prioritisation and clear management of the various functions. The organisation began operations on 4 April 2019.
