ANNUAL REPORT 2017 Operating Environment and Marke
t OPERATING ENVIRONMENT AND MARKET AIR TRAFFIC BROKE ALL RECORDS – AGAIN The number of aircraft movements in the Swedish airspace broke all previous records. During 2017 the traffic increased with almost five per cent to 762,000 airspace movements. The Swedish economy is strong and it reflects in increased air travel, above all to and from Sweden. Sweden is becoming more attractive as a tourist country, which also means more air travel. Air traffic continues to increase It is the international traffic, as well as the aviation using our airspace without taking off or landing in Sweden that accounts for the large growth. The domestic flights represent a lesser growth. The increased traffic entails a large responsibility for LFV to deliver the same aviation safety and secure sustainable air traffic control, working to reduce the environmental impact LFV accomplishes this by working with straight flight routes, the shortest possible routes for arrival and departure to and from the airports, and by training staff in eco-driving in the air. With a five per cent growth in 2017, Sweden is slightly above the average for Europe, which is calculated to be slightly above four per cent. The prognosis for 2018 indicates a more modest growth. During 2016 the Swedish Defence Materiel Administration, LFV, Swedavia, the Swedish Armed Forces, and the Swedish Transport Administration launched a common preliminary study, Airspace 2040, to illustrate the capacity of the Swedish airspace in the short and long term. It is evident that the airspace must be developed, and this concerns both the civil and military aviation. LFV will participate in the continued work with Airspace 2040. The current airspace has been in effect since 1998. An airspace without borders For a long time, the EU has had a vision of a borderless airspace, Single European Sky. The US unified air traffic management is the role model. In order to develop and streamline aviation, focus is on cooperation between states. 10 Overflights, 42 DISTRIBUTION MODES OF TRAFFIC, % Domestic, 20 AIRCRAFT MOVEMENTS 2012 – 2017 100,000 200,000 300,000 400,000 500,000 600,000 700,000 800,000 International, 38 0 2013 2014 2015 2016 2017 LFV has an extensive cooperation with Naviair, the Danish equivalent of LFV, and carries out air navigation services in the common Danish-Swedish airspace through the jointly owned company NUAC. LFV is also a member of COOPANS, an alliance where the air traffic management from five countries cooperate and collaborate in development and implementation of a common air navigation management system. Air traffic development Globally the air traffic is expected to increase the most in the Middle East and in Asia. A more modest increase of the European air traffic is expected. The air traffic in the Swedish airspace has increased considerably during the summer months of the last years, which affects the capacity in parts of the airspace. The increase is expected to continue in the following years, and is largely driven by the low-cost traffic. The traffic south and west from Arlanda increased with close to 10 per cent during the summer months, compared to the corresponding period in 2016. The upturn in the Swedish economy and the following strong financial situation have a a major impact on travel. That Sweden, as a tourist country, also becomes a country of interest to more people, contributes to a continued increase in flights to and from Sweden. Performance review – a model to secure efficiency and delivery In the beginning of the 2000s, EU presented a number of objectives for the work in effectivities of the air traffic management service. It was done within the frame of SES, Single European Sky, where a regulation framework for performance review has been created. The programme is separated into reference periods where EU determines objectives and plans. The long-term objectives are to: • triple the capacity in the airspace • maintain or improve aviation safety, independent of increases in traffic • halve the costs for air traffic management • reduce the environmental impact of each flight with 10 per cent.
