ANNUAL REPORT 2017 Aviation Safety AVIATION SAFETY
AVIATION SAFETY IS OUR DNA LFV is responsible for air traffic management in the Swedish airspace every second, 24 hours a day. Aviation safety is LFV’s top priority. We carry out a structured safety work and all employees within LFV has a responsibility, in relation to roles, mandate and commission. The aviation safety work permeates the organisation at all levels and is included as a natural part in all processes and working methods. LFV has identified the following focus areas: separation minima infringements, flying without a transponder, runway incursions, airspace incursions, drones and technology. Aviation safety work has traditionally focused on investigating events that have already happened in order to find the cause so that they can be prevented from happening again. When the focus is moving from reactive to proactive, in connection to increased traffic volume and new requirements, it entails in practice to learn and gain experience from everything that functions well in daily operations. Remote Tower Services and aviation safety In particular, LFV follows deviation reports for the part of the operations, which is run remotely, RTS. The largest change, compared to a traditional tower is the 20 management of the visual presentation, where the air traffic controller sees the traffic on screens, instead of through the window in an air traffic control tower. Currently, LFV has nearly three years experience from remote air traffic services in Sundsvall. During the year, no event has been reported that deviates from traditional tower services. Runway incursions Runway incursions are a large aviation safety risk, and an area LFV is working on. Implementation of the activities, decided by the Swedish Transport Agency during fall 2016 to reduce the number of incursions continues and will continue in 2018. Drones During the year LFV has continued the work with developing methods for management of unauthorised drone traffic in the controlled airspace, to reduce impact on other air traffic. LFV carefully follows the development in the area. In 2018 new regulation frameworks are expected, both domestic and international. A change in the regulations on 1 August 2017, entailed a temporary increase of the number of drones in the control zones. LFV’s organisation for aviation safety From LFV’s Board of Directors, to the Director General and the Group Management, to every operative unit within LFV, aviation safety is an unbroken chain of responsibilities. Every employee has good knowledge about aviation safety and how their work may affect the aviation safety. The Aviation Safety Committee steers and follows up aviation safety levels and is the decision-making body for aviation safety partnerships and the focus of LFV’s long-term work and for aviation safety strategies. At every operative unit, there are specific managers for aviation safety work. Everyone in an operative position is responsible for aviation safety in regard to their position and their work.
