safety The target on EU level is that the RAT methodology will be fully implemented in the EU from 2019. The RAT-methodology is a method for classification of aviation safety incidents. Though, the target for LFV is that the RAT methodology as to be fully implemented in 2015. LFV achieved this target. In addition to the use of the RAT methodology, there are objective relating to the assessed degree of maturity according to a survey regarding the safety management system, divided in safety culture and other. LFV’s degree of maturity meets the set targets. Environment The target is for the discrepancy between actual distance flown and the straightest distance to be measured, average horisontal en route efficiency. The purpose is that the route should be as straight as possible and thus affect the environment as little as possible. Sweden has come far in the environmental area and has been applying "Free Route Airspace" for several years, which entails that it is possible for air carriers to fly straight within the Swedish airspace. The target is for the whole DanishSwedish airspace, and has been achieved preliminary in all years of the second reference period. The target is very ambitious and even small disturbances like weather or military can lead to discrepancies. Capacity The target includes air traffic delays caused by air navigation services. The performance plan’s capacity target with respect to average delays en route applies to the Danish-Swedish functional airspace block in its entirety. The outcome for 2017 indicates that LFV contributed to the target being achieved. The capacity target for terminal Arlanda was also achieved. The target has thus been achieved in all years of the second reference period. Cost efficiency Targets for cost efficiency are set at the national level and measure real unit costs in the 2012 price level measured in Harmonised Index of Consumer Prices, HICP. The costs regarding en route are, according to the national guidelines produced by the Swedish Transport Agency, costs for en route operations at the area control centers, infrastructure, and major parts of the tower operations. For terminal Arlanda, the costs for the tower service include management and support services. There were high outcomes for both en route and terminal Arlanda in 2017, as costs are included regarding costs, exempt from risk sharing regarding additional pension provisions resulting from the reduction in interest rates. Excluding exempted pension costs, the targets for both en route and terminal Arlanda have been achieved in 2017. The outcome for 2016 has been adjusted based on LFV’s report to the Swedish Transport Agency in spring 2016, due to inflation having been lower than expected in the annual accounts. The adjustment entails that the targets for both en route and terminal Arlanda have been achieved, excluding exempted pension costs. The costs exempt from risk sharing are regulated financially after the end of RP2, which means that the final clearance will be done in 2020, at the earliest.
