COOPERATION AND PARTNERSHIPS THE EUROPEAN PERSPEC
TIVE Strategic cooperation and alliances are important, if we are to offer innovative and competitive services. A goal-oriented and committed international work gives LFV influence and opportunity to be a driving actor, with impact on development. Air traffic management within Europe is controlled by SES regulations (Single European Sky), controlling how and what we, as an air navigation service provider, will contribute to increase capacity, reduce the emissions, and lower the costs, with a maintained aviation safety. The SES regulations will change for a continued development of the airspace and an increased cooperation between the air traffic service providers in the countries. An extensive European work for change has continued for a decade: • Clarify roles and functions within the air traffic. • Create sound prerequisites for business-minded operations at an open, competitive market. • Modernise the air traffic management by encouraging development. This is done within SESAR, Single European Sky ATM Research. 26 • Implement new systems, developed in SESAR. • Accelerate the changes through legislation. • Streamline the air traffic management through structural changes for creating larger and fewer control centres. The work for change takes time. Many actors are involved, but each move creates a platform for the next step in the process towards a streamlined air traffic management. LFV works in alliances To live up to the EU requirements, LFV is a part of the Borealis and COOPANS Alliances, among others. These cooperations contribute to reduced costs with maintained aviation safety and efficiency, e.g. by introducing straight flight routes in northern Europe (Borealis), and the harmonisation of technology development (COOPANS). Further cooperations are on the way. LFV participates in the European development through participation in technological and operative innovations and development within SESAR. Much to gain from technology development The successful cooperation between the five air navigation service providers in Sweden, Denmark, Ireland, Austria and Croatia through the COOPANS Alliance, has entailed great gains in the form of lower development costs for the common air traffic management system TopSky. The upgrade of the system, with new features for compliance with the regulatory requirements of th EU, which was launched in 2017, could be carried out within two weeks in all seven centres.
